I, like many other people, have never been quarantined and knew very little about the topic except for what I have been hearing recently on the television networks. I have learned long ago NOT to trust the television networks for accurate information. The television networks often slant the information they put out to suite their purposes of their political affiliation purposes. So I started to do some research of my own. I thought you might find my researched information informative. At the end of this article, I list some questions that I could NOT get definitive information to answer.
It seems that the government and the news media are so concerned not to panic people that they may not be giving the American people the full information that they know.
You will notice, as you read this article, that I have quoted several different sources verbatim. The reason I have done so is this topic is very important and I want the readers to see exactly what they can expect from the C.D.C. and military. All of my sources are given credit for the material that I have used below.
Originally part of the Treasury Department, Quarantine and PHS, its parent organization, became part of the Federal Security Agency in 1939. In 1953, PHS and Quarantine joined the Department of Health, Education, and Welfare (HEW). Quarantine was then transferred to the agency now known as the Centers for Disease Control and Prevention (CDC) in 1967. CDC remained part of HEW until 1980 when the department was reorganized into the Department of Health and Human Services. (1)
Isolation and Quarantine (1)
Isolation and quarantine are public health practices used to stop or limit the spread of disease.
Isolation is used to separate ill persons who have a communicable disease from those who are healthy. Isolation restricts the movement of ill persons to help stop the spread of certain diseases.
Quarantine is used to separate and restrict the movement of well persons who may have been exposed to a communicable disease to see if they become ill.
Isolation and quarantine are used to protect the public by preventing exposure to infected persons or to persons who may be infected.
Quarantined individuals can be fed and cared for at home, in a designated emergency facility or in a specialized hospital. These expenses are paid for 100% by the U. S. tax payers.
Note: A designated emergency facility! This sounds like a military quarantine camp to me. However, who else would take care of all of these people. No one will want to go anywhere around them!
How would you feed and take care of yourself and your family if you cannot go to work?
In addition to serving as medical functions, isolation and quarantine also are “police power” functions, derived from the right of the state to take action affecting individuals for the benefit of society.
The C.D.C. itself states that isolation and quarantine are a “police power”. Could this be utilized to detain someone who is not sick but the government wants to detain but does not have probable cause to make the arrest?
The list of quarantinable diseases is contained in an Executive Order of the President and includes cholera, diphtheria, infectious tuberculosis, plague, smallpox, yellow fever, viral hemorrhagic fevers (such as Marburg, Ebola, and Congo-Crimean), and severe acute respiratory syndromes.
The C.D.C. states that “Federal isolation and quarantine are authorized by Executive Order of the President.” On recommendation of the HHS Secretary, the President may amend this list whenever necessary to add new communicable diseases, including emerging diseases that are a threat to public health.
The federal government derives its authority for isolation and quarantine from the Commerce Clause of the U.S. Constitution.
Under 42 Code of Federal Regulations parts 70 and 71, the C.D.C. is authorized to detain, medically examine, and release persons arriving into the United States and traveling between states who are suspected of carrying these communicable diseases.
If you are interested in reading the law that gives the penalties for violation of quarantine laws, look up 42 USC, Part G, Sec. 271.
No instances of large scale quarantine have occurred in the United States since the “Spanish Flu” pandemic of 1918 – 1919.
State and Local Law – (1)
States have police power functions to protect the health, safety, and welfare of persons within their borders. To control the spread of disease within their borders, states have laws to enforce the use of isolation and quarantine.
These laws can vary from state to state and can be specific or broad. In some states, local health authorities implement state law. In most states, breaking a quarantine order is a criminal misdemeanor.
You have NO right of ANY type to say no and not be quarantined or isolated. If you resist, you can and will be arrested.
Who Is in Charge (1)
The federal government:
- Acts to prevent the entry of communicable diseases into the United States. Quarantine and isolation may be used at U.S. ports of entry.
- Is authorized to take measures to prevent the spread of communicable diseases between states.
- May accept state and local assistance in enforcing federal quarantine.
- May assist state and local authorities in preventing the spread of communicable diseases.
State, local, and tribal authorities (1)
- Enforce isolation and quarantine within their borders.
It is possible for federal, state, local, and tribal health authorities to have and use all at the same time separate but coexisting legal quarantine power in certain events. In the event of a conflict, federal law is supreme.
If a quarantinable disease is suspected or identified, CDC may issue a federal isolation or quarantine order.
Public health authorities at the federal, state, local, and tribal levels may sometimes seek help from police or other law enforcement officers to enforce a public health order.
Public Health Service Act (1)
The Public Health Service Act of 1944 clearly established the federal government’s quarantine authority for the first time. The act gave the U.S. Public Health Service (PHS) responsibility for preventing the introduction, transmission, and spread of communicable diseases from foreign countries into the United States.
Quarantine Now (1)
The Division of Global Migration and Quarantine is part of CDC’s National Center for Emerging and Zoonotic Infectious Diseases and is headquartered in Atlanta. Quarantine stations are located in Anchorage, Atlanta, Boston, Chicago, Dallas, Detroit, El Paso, Honolulu, Houston, Los Angeles, Miami, Minneapolis, New York, Newark, Philadelphia, San Diego, San Francisco, San Juan, Seattle, and Washington, D.C.
According to an article written on 9/19/14, it states that “The fact that the U. S. Army Medical Research Institute of Infectious Diseases (USAMRIID) is involved suggests that either the Ebola virus, or the vaccine, or both, have been weaponized.” (2)
The article continues that “The Obama administration has dusted off an old Executive Order (13295) and updated the EO and turned benign health conditions into a matter of “national security” and those affected with these benign health conditions will be incarcerated and isolated against their will.” (2)
The article states that “DHS – (Department of Homeland Security) will be in charge of the coming quarantines and martial law implementation. Yes, this means that the military will be subservient to the DHS dictates.” (2)
In another article written on September 23rd, 2014, it is stated that “Many now believe that it is only a matter of time before cases of Ebola are detected in other parts of the world. And if what’s happening in Africa is any guide, then we can expect a widespread, heavily militarized response by officials in the west, especially in the United States.” (3)
Writing about the “Ebola Treatment Center” that the U. S. Army is building in West Africa. The article states that “Martial law, round ups of those suspected of being sick and detentions in quarantine camps is the only option governments have left and similar strategies will be implemented in the United States if and when the virus starts popping up.” (3) Check out the movie, “The Stand”.
He continues, “Efforts to develop an effective vaccine are still in progress, thus we must assume that the only plan to contain and prevent the spread of the virus currently available to the government is to mobilize military resources just as has been done in Africa.” (3)
If and when people panic, we could well see a breakdown (even if temporarily) of the regular flow of goods to grocery stores, or even people going to work to maintain things like utility plants or other essential services. Assuming we are faced with such a scenario it would be in our best interest to be prepared to deal with the fall-out by having reserve food, water, and other essential supplies on hand to weather the storm. (3)
We don’t know if Ebola will hit U.S. shores or exactly what kind of response to expect. What we do know is that it will likely cause panic, a government mobilization of military resources, and shortages of the most basic essentials we’ll need in a crisis. (3)
The CDC states on their web site, “Modern quarantine includes a range of disease control strategies that may be used individually or in combination including:
- Short-term, voluntary home curfew
- Restrictions on the assembly of groups of people (for example, school events).
- Cancellation of public events.
- Suspension of public gatherings and closing of public places (such as theaters).
- Restrictions on travel (air, rail, motor vehicle, pedestrian).
- Closure of mass transit systems
- Restrictions on passage into and out of an area. (1)
The above is listed on the CDC web site. I am NOT making this stuff up. It sure sounds like CDC imposed Martial Law to me!
According to the CDC, the Ebola virus can be transmitted postmortem through bodily fluids. (4)
The CDC recommends that the body be placed in two leak proof zippered plastic bags before being moved to the morgue. (4)
Once at the morgue, the body will be placed in an airtight, secure casket and immediately buried or cremated, according to the CDC recommendations. (4)
It is unknown how long the Ebola virus stays active in human remains.
Signal flag “Lima” called the “Yellow Jack” which when flown in harbor means a ship is under quarantine. A simple yellow flag (also called the “Yellow Jack”) had historically been used to signal quarantine (it stands for Q among signal flags), but now indicates the opposite, as a signal of a ship free of disease that requests boarding and inspection. (5)
The reason I used so many quotes from so many different sources in this article is that I wanted to make sure I passed along correct information.
F.E.M.A. says that you should have enough food and water for every member of your family for three (3) days in case of a disaster or emergency. I think that the prudent person should now extend that time period to AT LEAST three (3) weeks.
Questions I have NO answers for.
I have some questions!!!!
- If you are one of the persons who are unknowingly in the same location (Hospital, Wally World, Movie Theater, festival, concert, office, church, etc.) or vehicle (airplane, train, cruise ship, bus, etc.) where a person who has been diagnosed with Ebola is determined to have been and are contacted by the C.D.C. and told that you will be quarantined for three (3) weeks then:
- Who is going to pay your bills while you cannot go to work?
- Are you going to have a job when you are cleared and ready to go back to work?
- Who is going to pay the hospital and doctor bills?
- Where is your food and drink coming from for the three (3) weeks while you are quarantined? You can NOT break Quarantine to go get food or other supplies that you need!
- If someone who shows symptoms of Ebola goes into a Wally World Super Mart, is the C.D.C. going to:
- Shut down the Wally World because everything inside the Wally World could be contaminated by the infected person? The C.D.C. orders infected person’s apartments, homes, the airplane and ambulances they have been in, disinfected before they can be used again!
- Will everyone that was in the Wally World be quarantined for three (3) weeks?
- If you are a farmer or rancher and you or one of your workers come down with Ebola and you raise chickens, cows, pigs, rabbits, horses, etc.:
- Will all of your animals be quarantined for three (3) weeks if the farmer or a farm worker shows symptoms of Ebola?
- Will you be able to sell any of your animals while they are being quarantined?
- Is it safe to eat any of your animals until they clear quarantine?
- What happens if the C.D.C. tells you that your farm animals will have to be killed because they test positive for Ebola? Are you going to have to absorb that cost?
- Who is going to take care of your crops or farm animals if you and your family are quarantined?
The C.D.C. has been quarantining the pets of the people who show symptoms of Ebola!
I am sure you can think of a lot of questions that I have not thought of.
Don’t you think the federal government should have a 1-800 telephone number that you could call to ask all of your questions about Ebola?
Can you and your family handle being quarantined for three (3) weeks?
Think about it. You are told by the C.D.C. that you and all members of your family cannot leave your house or apartment for the next three (3) weeks. You are NOT being asked not to leave, you and all of your family members are being told NOT to leave your home or apartment under penalty of law.
I suggest that you try an experiment. First you do Not tell any of your family members what you are planning. One Friday night, as each of your family members come home, you tell them that NOONE in the family will be allowed to leave the house or apartment until 11:00 PM Sunday night except for legitimate medical emergencies. You eat only food that is in the house on Friday night. You can go anywhere INSIDE your home or apartment but you cannot go outside. Also, NOONE can come into your home or apartment for the entire weekend.
I know, you are thinking The Coach has gone nuts. That there are no way you can keep your teenage daughter and son home all weekend without driving you crazy.
Then how do you think they may handle being quarantined for three (3) weeks?
